#### **A Bill to Amend the New Athens Constitution to Allow the Speaker of the People to Manage the Constitution in an Online Repository**
#### **Purpose:**
To establish a publicly accessible, version-controlled repository as the official source of the Constitution of the Free Nation of New Athens, ensuring transparency, integrity, and traceability of all constitutional amendments.
#### **Section 1: Findings and Justification**
1.1 The Constitution of the Free Nation of New Athens is the supreme law of the land and must be preserved and presented in a clear, accurate, and authoritative format.
1.2 Maintaining the Constitution in a version-controlled repository allows for public access, historical transparency, and integrity of all amendments and revisions.
1.3 A digital repository allows citizens to trace the history of constitutional development, verify the authenticity of changes, and uphold confidence in the legal foundations of the nation.
1.4 Aligning the Constitution's management practices with those of the Legal Code ensures consistency and improves administrative efficiency.
### **Section 2: Amendments to the Constitution**
**Article IV of the Constitution of the Free Nation of New Athens shall be amended to have the following title:**
"Article IV: Amendments to the Constitution and Legal Code of the Free Nation of New Athens"
**Article IV of the Constitution of the Free Nation of New Athens shall be completely replaced with the following text:**
1. "All amendments to this Constitution or Legal Code shall be recorded and preserved by the Speaker of the People through a publicly accessible version-controlled repository, maintained by the Ministry of Technology.
2. Each amendment, whether altering existing provisions or adding new articles, must be committed to the repository with a clear commit message referencing the purpose, scope, and authorizing vote in accordance with Article XV.
3. Articles added to the Constitution or Legal Code shall be inserted into the main text in appropriate sequence and numbered accordingly.
4. Repealed or replaced provisions shall be removed from the main text and their prior versions preserved in the repository's commit history, which shall serve as the authoritative record of all amendments and revisions."

This amendment shall take effect immediately upon passage in accordance with Article XV of the Constitution.
