#### **Purpose:**
To streamline the annual budgeting process by transferring the authority to approve the national budget from Parliament to the Treasury, ensuring timely financial planning, executive accountability, and the uninterrupted operation of government functions.
#### **Section 1: Findings and Justification**
1.1 The preparation and approval of the national budget is a vital function of government that ensures responsible allocation of resources and the continued operation of essential ministries and programs.
1.2 Under current procedures, delays or inaction by Parliament can disrupt administrative planning, hinder development projects, and threaten fiscal stability.
1.3 The Treasury, as the executive body responsible for national finances, is best positioned to evaluate, plan, and approve budgetary allocations based on current needs, long-term goals, and available resources.
1.4 Transferring budget approval to the Treasury preserves legislative input through consultation while preventing gridlock and enhancing administrative efficiency.
1.5 This reform reinforces the constitutional role of the executive in managing the operations of government while allowing Parliament to retain the power to review and amend financial policies through legislation.
