 From this day forward, New Athens will no longer recognize a territorial claim of another nation if citizens of the nation do not have reasonable access to the territorial claim or if the claim contains permanent residents who are not aware that the territory is claimed by the nation.  
 Nations that are guaranteed recognition by the Free Nation of New Athens through treaties, conventions, or similar agreements that were signed and/or ratified prior to the date of this decree are exempt from this decree.
