+#### **A Bill to Amend the New Athens Constitution to Require Legislation to Receive Royal Assent Before Going into Effect**
+
+#### **Purpose:**
+
+To reinforce the system of checks and balances within the Free Nation of New Athens by requiring all legislation, decrees, and orders to receive and maintain Royal Assent from the Reigning Monarch, thereby ensuring executive oversight, legal consistency, and the harmonious exercise of legislative authority.
+
+#### **Section 1: Findings and Justification**
+
+1.1 The Free Nation of New Athens is founded on a constitutional monarchy that balances the democratic voice of Parliament with the executive authority of the Reigning Monarch.
+
+1.2 A strong system of checks and balances prevents the concentration of power, ensures accountability, and maintains institutional stability across branches of government.
+
+1.3 Requiring Royal Assent for all legislation, decrees, and orders ensures that executive and parliamentary powers work in harmony rather than in conflict.
+
+1.4 Allowing the Monarch to revoke assent provides a lawful mechanism for correcting or withdrawing legislation that may become harmful, redundant, or constitutionally unsound after passage.
+
+1.5 Preventing the immediate reintroduction of rejected legislation without substantial revision encourages thoughtful deliberation and reduces the risk of political gridlock.

+1.6 This proposal strengthens the integrity of governance in New Athens by affirming that no single branch of government may act unilaterally in ways that contradict the Constitution or override lawful executive authority.

+#### **Section 2: Amendments to the Constitution**
+
+**Article XV of the Constitution of the Free Nation of New Athens shall be amended to add the following provisions:**
+
+1. "All successful legislative proposals, decrees and orders must receive royal assent by the Reigning Monarch to enter effect. Royal assent may be revoked by the Reigning Monarch at any time.
+2. Parliament may not propose legislation which conflicts with or supersedes a legally sound order or decree from the Reigning Monarch or Ministers."
