#### **A Bill to Amend the New Athens Constitution to Allow the Speaker of the People to Manage the Constitution in an Online Repository**
#### **Purpose:**
To establish a publicly accessible, version-controlled repository as the official source of the Constitution of the Free Nation of New Athens, ensuring transparency, integrity, and traceability of all constitutional amendments.
#### **Section 1: Findings and Justification**
1.1 The Constitution of the Free Nation of New Athens is the supreme law of the land and must be preserved and presented in a clear, accurate, and authoritative format.
1.2 Maintaining the Constitution in a version-controlled repository allows for public access, historical transparency, and integrity of all amendments and revisions.
1.3 A digital repository allows citizens to trace the history of constitutional development, verify the authenticity of changes, and uphold confidence in the legal foundations of the nation.
1.4 Aligning the Constitution's management practices with those of the Legal Code ensures consistency and improves administrative efficiency.
### **Section 2: Amendments to the Constitution**
**Article IV of the Constitution of the Free Nation of New Athens shall be amended to have the following title:**
"Article IV: Amendments to the Constitution and Legal Code of the Free Nation of New Athens"
**Article IV of the Constitution of the Free Nation of New Athens shall be completely replaced with the following text:**
1. "All amendments to this Constitution or Legal Code shall be recorded and preserved by the Speaker of the People through a publicly accessible version-controlled repository, maintained by the Ministry of Technology.
2. Each amendment, whether altering existing provisions or adding new articles, must be committed to the repository with a clear commit message referencing the purpose, scope, and authorizing vote in accordance with Article XV.
3. Articles added to the Constitution or Legal Code shall be inserted into the main text in appropriate sequence and numbered accordingly.
4. Repealed or replaced provisions shall be removed from the main text and their prior versions preserved in the repository's commit history, which shall serve as the authoritative record of all amendments and revisions."

#### **A Bill to Amend the New Athens Constitution to Etsablish a Statutory Legal Code**
#### **Purpose:**
To formally establish the Legal Code of the Free Nation of New Athens as the official and authoritative record of all non-constitutional laws, ensuring transparency, consistency, and lawful organization of statutory legislation.
#### **Section 1: Findings and Justification**
1.1 A centralized and structured Legal Code is essential for the proper organization, publication, and interpretation of statutory laws enacted under the Constitution.
1.2 The Legal Code enables citizens, government officials, and institutions to access and apply laws consistently, promoting legal clarity and public accountability.
1.3 Recognizing both Parliament and the Reigning Monarch as legislative authorities, the Legal Code provides a unified repository for all binding laws not of constitutional rank, including Acts of Parliament, Royal Decrees, and Ministerial Orders.
1.4 The use of a version-controlled, publicly accessible repository strengthens transparency, preserves historical records, and upholds the constitutional principles of the Free Nation of New Athens.
#### **Section 2: Amendments to the Constitution**
**Article III of the Constitution of the Free Nation of New Athens shall be amended to add the following provision:**
"All legislative measures must be enacted in their appropriate form: provisions of constitutional character shall be incorporated by amendment to the Constitution, while other matters shall be enacted as part of the Legal Code."
**Constitutional Amendment III: Creation of a Statutory Legal Code shall be created with the following content:**
1. “The Legal Code of the Free Nation of New Athens shall serve as the authoritative body of statutory law enacted under this Constitution.
2. All legislation of a non-constitutional nature shall be recorded in the Legal Code in an organized manner.
3. The Legal Code shall be maintained by the Speaker of the People in a publicly accessible version-controlled repository and updated upon the passage of valid legislative acts, royal decrees, or ministerial orders, as defined by law.
4. No provision of the Legal Code may conflict with this Constitution; in the event of such conflict, the Constitution shall prevail.
5. Parliament may add, amend, or repeal any portion of the Legal Code in accordance with Article XV and Article IV.
6. The Reigning Monarch and Ministers may add, amend, and repeal portions of the Legal Code by decree, to the extent of their powers as granted by this Constitution.”
