Emergency Action
Exactly one year and one day since the previous parliamentary meeting, the King has declared an emergency.
Article XV of the Constitution of the Free Nation of New Athens was originally written with a lack of foresight on the part of the founders. The requirements for in-person parliamentary meetings and quorum were satisfactory at the time of writing, but as New Athens has grown, it has become increasingly difficult for these requirements to be met and the nation is rapidly approaching a crisis where it will be impossible for these requirements to be met.
This crisis is upon our nation because the percentage of citizens that are physically and regularly able to attend in-person parliamentary meetings is, at best, sixty-five percent and at worst, well below fifty-one percent as quorum requires. This is the result of the increasing number of non-local citizens and the increasing complexity of the schedules of the local citizens.
In response, the King is declaring a national emergency to address the issue before it befalls our nation. To prevent this crisis, Article XV of the Constitution of the Free Nation of New Athens must be amended. The King will not alter the Constitution undemocratically, but rather will hold an unorthodox parliamentary session where, over an undetermined but speedy amount of time, he will speak to citizens individually so their votes can be counted and documented, until a simple majority vote has been reached for each proposed amendment.
